The Industrial Allocation System (IAS) has been used for Industrial Siting Consultation (ISC) since 2007. However, the system has reached its end-of-life and will be replaced with the Environment Protection Management System (EPMS). With effect from 11 Mar 2024, ISC applications will be submitted via the following website link: https://epms.nea.gov.sg/Account/Login?ReturnUrl=%2FIA
Answer: You may consult NEA via ISC submission for:
new industrial development
new industrial activity/process at industrial premises
Answer: ISC is not necessary if there is no change in the company's factory address and activities. However, you are required to keep the Pollution Control 1 Division of the National Environment Agency informed in writing of the change in company name.
Answer: If your ISC is successfully submitted, you will receive an e-mail acknowledgment providing the Case ID of your ISC.
Answer: The processing time for ISC is 7 working days provided that complete and accurate information/documents are submitted. More time would be needed if consultation with other divisions within NEA or government agencies or site investigation is involved.
Answer: You may enquire with SFA or JTC for the locations of the designated food zone areas.
Answer: Industrial activities that can cause serious contamination risk to water resources are disallowed to be sited within water catchment areas. You may enquire with PUB on whether your proposed factory location is within water catchment areas, and on the industrial activities that are disallowed to be sited within water catchment areas.
Answer: For proposed ancillary or secondary workers' dormitory use within the factory premises, please submit an online submission by clicking "Stage 01" - "Workers’ Dormitory” - “Apply” at the homepage of EPMS.
Answer: ISC is not required for proposed non-industrial uses in industrial premises.
Answer: If the written advice from the processing officer is conveyed to you via the EPMS system, all replies to the written advice must be routed via the EPMS for official record keeping purposes.
Answer: ISC is not required for proposed use of commercial premises.
Answer: You may enquire with SFA on the types/natures of industries that are not allowed to be located near food factories.
Answer: You do not need to resubmit for ISC so long as there is no change of use for your industrial premises.
Answer: ISC is not required for transfer, assignment or renewal of lease so long there is no change to the activities.
Answer: The caption on the ISC advisory letter follows the proposed use indicated in your ISC submission. You may want to clear the description on your proposed uses with the JTC officer before you submit your ISC to NEA. If you are faced with this difficulty, you may request the JTC officer concerned to contact the processing officer directly.
Answer: No fees are charged at present for ISC submission made via EPMS.
Answer: If yes, we will provide the steps to save draft in the answer. Otherwise, we will advise the applicant to gather all required information before replying in EPMS.
